Key findings

Among other aspects, the report notes concerns regarding the treatment of irregular migrants in Serbia. ECRI calls on the authorities to ensure that migrants, regardless of their legal status, are treated with dignity and have access to basic services. It also recommends the development of comprehensive integration strategies to facilitate the inclusion of migrants in Serbian society. The report states that hate speech is persisting in political and other public discourse, in particular online, and targets various groups, such as Roma and other ethnic minorities, LGBTI communities and refugees/migrants.

ECRI, an independent human rights monitoring body of the Council of Europe, monitors racism, discrimination, and intolerance in member states through five-year cycles. The sixth round focuses on effective equality, hate speech and violence, and integration, while addressing country-specific issues. Information is gathered from diverse sources rather than direct inquiries. Authorities can comment on drafts and request their views be appended.
